Confederazione Veneziana would
be in no position to demand higher levels of ethics in the
public sector unless it applied the same high ethical standards
to its own affairs.
It is essential that everyone associated with, or representing
Confederazione Veneziana, be sensitive to potential ethical
lapses.
It is within this understanding that Confederazione VenezianaV
has - through a process involving the entire membership -
developed its own Code of Conduct.
The Code is attached to the Membership Application Form,
and all members are required to abide by it. Members of CV
are committed to uphold high standards of integrity and accountability,
to act according to the core values and guiding principles
of CV and to promote these standards and principles. Members
of Confederazione Veneziana are in fact aware that they have
a special role to play in promoting the movement and its ideals
to other stakeholders.
It is within this understanding that all members are required
to abide by CV's Members Code of Conduct.
Below are some extracts from CV's "Members Code of Conduct":
Need for Policy
CV's demand to raise the ethical standards of government officials
will be severely compromised by any ethical lapses on the
part of individuals representing Confederazione Veneziana.
It is essential that everyone associated with CV be sensitive
to potential conflicts of interest.
Evaluation of Conflicts of Interest
Conflicts may arise between members' personal interests
and the interests of CV, its Chapters or other stakeholders.
Potential conflicts of interest should be identified and reported
as early as possible. If problems are identified before commitments
are made or questionable actions have occurred, embarrassment
can be avoided and alternatives can be explored.
- The evaluation of conflicts of interest must be made by
disinterested individuals.
- Conflicts must be resolved in a transparent manner, and
in the interest of CV.
- Conflicts may be waivable, but this decision can only be
taken by disinterested individuals.
Individuals with Other Affiliations
Much of CV's work is done by individuals who are not employees
of CV. This includes, among others, the members of the Boards
of Directors and of the Advisory Council. Such individuals
will in most cases have other business and professional affiliations.
Companies or other organizations with which such individuals
are affiliated should not be disqualified from working for
CV or otherwise participating in projects in which CV is involved.
However, such companies or organizations should not be given
an "inside track" with respect to such work. Such
situations must be reviewed on a case-by-case basis so that
equitable ground rules can be developed.
Gifts and Entertainment
As the acceptance of a gift may
appear to create an obligation, members will avoid giving
or accepting gifts, favours and gratuities in connection with
official duties as required by the following policies:
1) We will not accept directly or indirectly any discount,
gift, entertainment[*], loans or anything else of value from
any organisation or individual, if a reasonable person might
fairly perceive the offer of any of the foregoing as an attempt
to influence CV, or the exercise of our function, or the performance
of our duties or our judgement.
2) All gifts between the value of € 20 and € 100
will be registered, and all gifts above a value of €
100 will be refused.
3) Registration Process: all gifts will be reported to the
Ethics Advisor and recorded on a document that is available
to all CV members.
[*] Invitations to dinner, cultural events, tourist visits,
etc.
Reporting of Conflicts of Interests
Every person connected with CV
has an obligation to report any actual or potential conflict
of interest as soon as he/she becomes aware of any circumstances
which may give rise to a conflict of interest. Such reports
should be made to the President of CV, or of the Chapter,
or to the Ethics Advisor, or to any disinterested Director.
Whistleblower Protection
No one shall be discriminated
against or disciplined or reprimanded for reporting concerns
or requesting guidance concerning this Code of Conduct, whether
or not the concerns are established as valid or substantiated.
