The solution to lack of institutional integrity does not
lie in more government regulations, nor in appointing more
police officers. These steps may help, but if we are to prevent
lack of integrity in public institutions the real issue we
should be examining is personal ethics. The answer lies in
other words within each and every one of us.
The key to institutional integrity is having a social culture
with an unwavering commitment to ethical behaviour, and having
citizens who support this culture through their words and
actions. Bottom line, ethical citizens make ethical societies.
Thus, the real issue we should be examining is making ethical,
high integrity behavior our norm, our highest social and personal
priority.
